Integrating Green Infrastructure Development Officer

We have one partime position available, 3 days per week (£33k FTE ). This position will be based in one of our partners’ offices in the West of Scotland. The successful candidate will work closely with our partners the Glasgow and Clyde Valley Green Network Partnership, in the delivery of the Sigma 4 Water project.
Fixed Term Contract – to December 2012, with potential for extension
As part of the Sigma 4 Water programme (www.sigmaforwater.org), a part time Integrating Green Infrastructure Development Officer position has become available. As part of the programme Glasgow and Clyde Valley Green Network Partnership (www.gcvgreennetwork.gov.uk) and IRRI (www.irri.org.uk), a charity committed to advancing the theory and practice of resource use, will work together to promote and facilitate Phase 2 of the Green Network Integrated Urban Infrastructure Project. Phase 2 will allow the project partners to realise their collective aspiration to progress the 4 design studies at East Kilbride, Johnstone, Cowlairs and Pollockshaws to the master planning and design stages and to disseminate the learning developed thus far.
Main purpose of the job
To work with key partners and stakeholders to ensure the development of the 4 existing Design Studies, produced through the ‘Integrated Urban Infrastructure’ project, to the next stage required for future implementation; and to represent the project as part of IRRI’s work in the Interreg IVC Sigma 4 Water project.
This may include masterplanning, detailed design, consultation, action planning or the development of design codes or supplementary planning guidance. IRRI is a partner in Sigma 4 Water, a project funded by the European Interreg IVC Programme which aims to develop new lakes and wetland areas which significantly increase water quality whilst making systems more flexible in terms of quantity of water. The successful candidates will have the following responsibilities:
- Working with local authorities to progress the 4 Design Studies
- To work with Glasgow and Clyde Valley local authorities to identify a location for a 5th Design Study and work with the chosen authority to produce an additional exemplar study.
- To promote among key stakeholders the use of naturalised water management systems within new developments and retrofitting within regeneration initiatives as demonstrated in the 4 project Design Studies with the aim of mainstreaming these practices.
- To establish links with key staff within stakeholder parties including planners, flood specialists and engineers within local authorities, sustainable drainage and flood staff within Scottish Water and staff within other relevant agencies and organisations.
- Develop a Communications Plan utilising a range of media to promote and disseminate the Integrated Green Infrastructure (IGI) approach.
- To keep up to date with local, national, European and international initiatives that may be relevant to this project.
- To deal with enquiries from interested parties
The successful candidates should be fully conversant with:
- The planning system in Scotland,
- Scottish Government Design Policy
- The use of Sustainable Urban Drainage Systems
- Relevant current policy and guidance e.g. Designing Places, Designing Streets, Delivering Better Places in Scotland
- The developing ‘Placemaking’ agenda
- SEPA’S role as regulatory body
- Business Case development
Qualifications & experience A science, planning or engineering degree is expected although other qualifications combined with relevant experience will be considered. A minimum of two years experience in the professional sector is expected.
Communication skills As certain elements of this work will need careful and considered discussions the post-holder will be expected to have excellent communications skills both verbally and in the written sense. Ability to present to a range of audiences will be essential (e.g. policy makers, senior planners, politicians, technicians and community groups). Occasional written reports will be necessary for SiGMA for Water and the GCVGNP Manager.
